Resolution/Fix/Answer

Access to Web dispatch is granted via System Management > Security > Security Groups. Query the group that needs access, click on Service Management > Scheduling > Service Dispatch - Task Based (Web). Once the security is given to the group, all users with that group assignment will have access to the link.
