Where does the W2 Box 20 Locality Name come from?

User is questioning why all the PA W2s have a value of '70' in box 20

Resolution/Fix/Answer

For PA W2s, the Locality box value will be the Tax Collector Id that the company submits their local taxes to, for all localities.

Per Year End Payroll Guide:

Pennsylvania Act 32 W-2 instructions indicate that the first 2 digits of the PSD assigned to where the withholdings were remitted prints in Box 20 and the summed earnings and taxes for all Act 32 localities print in Boxes 18 and 19 on a single W-2. In PENTA, Act 32 localities are identified by PA-EIT1 in the Tax Type Cd field on the Local Taxing Authority window, and the PSD assigned to the locality in the Standard Reporting Codes popup in the same window (available only for State Codes PA and IN). PENTA obtains the 2 digits of the PSD assigned to where the withholdings were remitted from the Tax Collector TCD Code field in the State Tax Information window’s Tax Collector Info pop-up window
