Prerequisites
- You completed one of the following prevailing wage methods of payroll processing:
- Prevailing Wage Payroll for Non-Union Employees.
- Self-Adjusting Hourly Fringe Benefit
- Prevailing Wage Comparison Benefit Value
- Pay Rate Comparison Only
- In the System Options window, query the following System Options and review settings affecting Certified Payroll reports:
- Option # 119 (Certified PR, Print Check Num) - Verify the setting is correct for your requirements. Change as needed.
- Option # 118 (Prorate Amts On Certified PR) - Verify the setting is correct for your requirements. Change as needed.
1. Identify Employees and/or Hours Missing from Certified Payroll Reporting
A. Identify Employees and/or Hours Missing from Certified Payroll Reporting
Use either method to identify missing employees and hours:
Method 1: Use Certified Payroll Reports to identify missing employees or hours:
PENTA Reports > Report Initiation > Payroll
- Depending on your organization’s requirements, generate any of the following reports:
- Certified Payroll (CERTIFIEDPR)
- Certified Payroll-2 (CERTIFIEDPR2)
- Certified Payroll-3 (CERTIFIEDPR3)
- Certified Payroll-4 (CERTIFIEDPR4)
- Review reports generated in Step 1.A.1.
If employees or hours are missing, go to step 1.B.
Method 2: Use the Review / Modify Certified Payroll Status window to identify missing employees or hours:
Payroll > Periodic Reporting > Review/Modify Certified Payroll Status

B. Modify ‘Include on Certified Payroll Report’ status of individual timecards
The Review /Modify Certified Payroll Status window is automatically in Query Mode once you select the By Job or By Employee tab. Job security applies to all queries.
Payroll > Periodic Reporting > Review/Modify Certified Payroll Status
- In the Display Timecards Dated through field, enter the date range of your reporting period.
- Modify timecards for a specific job and/or for a specific employee:
By job:
- In the By Job tab, enter the Job’s Id and execute the query.
PENTA displays:- The current setting of the Certified Report Required field in the Job Information window in the Include on Cert PR field. A checkmark indicates certified reports are required for the job and that you can change the Include on Cert PR value for the Job’s timecards.
- All timecards for the job in the date range queried.
- For each timecard with an incorrect reporting status, change the status by clicking on the field to place or remove a checkmark in/from the timecard’s Include on Cert PR check box.
Notes:- You can use the Mark All and Unmark All buttons at the bottom of the window to change all the timecards displayed.
- PENTA prevents access in the timecard Include on Cert PR field when the Job’s Include on Cert PR field setting is null. Putting a checkmark in the Job’s Include on Cert PR by clicking on that field, enables entry at the timecard level and changes the setting of the job’s Certified Report Required field in the Job Information window.
By employee:
- In the By Employee tab, enter the Employee ID, and execute the query.
PENTA displays:- The current setting of the Incl On Cert. PR Rpts (Y/N) field in the Employee Payroll Information window in the Include on Cert PR field. A checkmark indicates reporting is required for the employee and that you can change the Include on Cert PR value for the employee’s timecards for reportable jobs.
- All timecards for the employee in the date range queried.
- For each timecard for a reportable job that has an incorrect employee reporting status, change the status by clicking on the field to place or remove a checkmark in/from the timecard’s Include on Cert PR check box.
Notes:- You can use the Mark All and Un-mark All buttons at the bottom of the window to change all the displayed timecards that are for reportable Jobs.
- PENTA prevents access in the timecard Include on Cert PR field when the Employee’s Include on Cert PR field setting is null. Putting a check mark in the Employee’s Include on Cert PR by clicking on that field enables entry at the timecard level and changes the setting of the Employee’s Incl On Cert PR Rpts (Y/N) field on the Employee Payroll Information window. The Employee’s value provides the default for new timecards.
- Close the window to commit your changes.
2. Complete Certified Payroll Reporting
A. Generate Certified Payroll Reports
PENTA Reports>Report Initiation>Payroll
- Depending on your organization’s requirements, generate any of the following reports:
- Certified Payroll (CERTIFIEDPR)
- Certified Payroll-2 (CERTIFIEDPR2)
- Certified Payroll-3 (CERTIFIEDPR3)
- Certified Payroll-4 (CERTIFIEDPR4)
- Certified PR-2 No Page Breaks (CERTPR2-NOPGBRK)
B. Submit Certified Payroll Reports
- Refer to government agency and contractual requirements for submission procedures.
