Resolution/Fix/Answer

The Combined Fed/State Setup is not complete or the State doesn't participate in the combined filing program.

To complete the setup, go to the Combined 1099 Filing State Info window (AP > Year End Processing > 1099 Processing)

Enter the effective date 1/1/XX for the State to include  (replace XX with17 for filing 2017, 18 for 2018, etc)

Enter the minimum amount to generate a 1099 for the State

To make a State Inactive, enter a new effective State and Change the Y to an N in the Participant field

Here is a list of States (for 2017) that are particiipating in the Combined Filing Program.  If the State is not listed, check with that States Department of revenue for filing requirements.

For example, Pennsylvania requires 1099 copies but not a 1096.
