TEP Not able to add employee to activity log

Issue/Symptom/Question

A user was trying to add one employee to his activity log, but was unable to do so.  I was able to add this employee to his activity log, the the other user was not.  The employee is active, and the user is authorized for the employee's OU, and can add other employees from that same OU.  Need to know why this employee is not enterable.

Resolution/Fix/Answer

We found that the employee in question had already clocked in his time using the actual clock.  The user was trying to add him manually, but was unable to, because the record was entered via the clock.  
When the second user was able to enter the employee manually, we found that this user did not add the clock to the activity log, and only added him manually.  
When I tested this, and tried to add him manually along with having the clock on the activity log, I was unable to complete the manual entry.  
By design, you cannot do both.
