Can mobile applications be used offline?

Resolution/Fix/Answer

Only MFS( Mobile Field Service) can be used offline, but you are limited to what data is available as saved to your device, like tasks and equipment for a specific WO. 

ECM provides some capabilities offline - query documents ahead of time and save them for offline use.
