Is there a way to allow a user to authorize master records for an OU that they do not have access to? 

Environment

PENTA for Windows → System Management → Security → Define Users → Module Security

Resolution/Fix/Answer

There is a module security setting that allows users to grant master record OU Authorization on OU's that they do not have access to. Below are the steps to enable this module security setting:

1. Initiate the Define Users screen in PFW. System Management --> Security --> Define Users
2. Query the authorized user
3. Navigate to the Moduile Security tab
4. Query 'SEC' in the module section
5. Change the value for 'Authorize Master Records For All OUs' to 'Y'
