Resolution/Fix/Answer

Check to see if the Purchase Orders missing from the report have line items.

The intent of the report is to provide a summary of committed cost by PO (one line per PO), which would include PO's in Pending status. If a PO has no line items, it does not have committed costs and subsequently is not included.
