To enable local electronic filing the desired locality must be defined in the "Electronic W-2 File Locality Name" field on the Local Taxing Authority screen. Currently Penta supports electronic W-2 FIling for Kansas City, St. Louis, and Philadelphia. 
After assigning the Locality, then run the W-2 for locals.
